Attorney Zoe came to the US with her mother in 1996. As a first-generation immigrant, immigration law has always been her passion. What truly solidified this drive for results was that even as a young legal intern in law school, she obtained a green card for her father after his case was pending with USCIS for more than 20 years.
Now, through her many years of experience working with USCIS and clients, immigration law is also her expertise. It is with this combination of both passion and expertise that she tackles all of her clients’ immigration obstacles and help obtain successful results for them no matter what it takes. In her practice, her clients are her family.
Academically, a bachelor’s degree in Economics and International Relations from Boston University provides her with a strong foundation to argue for national and global economic, educational, and health care benefits in her legal memorandums. With these arguments, she has maintained high approval rates for clients in self-petitions, national interest waiver green card applications, employment-based sponsorships, and investment visas for small business owners.

Alisha Ann Evans

Associate Attorney

Attorney Evans is dedicated to guiding individuals through the complexities of U.S. immigration law. Licensed in Florida and admitted to the U.S. District Court for the Middle District of Florida, she brings a diverse legal background with experience in family, criminal, and tax law. My previous role as Director of Legal Operations at an immigration law firm helped her gain in-depth knowledge of immigration procedures. With a Bachelor’s in Psychology from the University of South Florida and a Juris Doctor from FAMU College of Law, she combines legal expertise with a compassionate approach to client advocacy, ensuring my clients feel informed and supported throughout their immigration journey.

Eloisa Helena

Paralegal

Eloisa is an international lawyer licensed to practice in Brazil. She is fluent in Brazilian Portuguese. She joined our law firm in 2022 and has been drafting support letters and assisting the attorney with drafting cover letters for both NIW and EB1A petitions. She also communicates with our clients on documents needed to move forward. She is responsible for putting many of our attorneys’ strategies into written words for USCIS officers to understand, ultimately contributing to our high approval rate!

Salma Vargas

Paralegal

Salma is an international lawyer licensed to practice in Mexico. She is fluent in Spanish and has worked as an English-Spanish interpreter and translator. Salma now works with us on some of the more nuanced cases of O Visas, E-2 Visas, L-1 Visas, and some National Interest Waivers. She contributes to our high success rate in these types of cases.

Andres Rivera

Case Manager

Andres possesses over seven years of experience in customer service and is proficient in Spanish and English. Prior to joining us, he possesses two years of experience working for another immigration law firm. He possesses the ability to navigate complex legal processes, combined with his analytical skills and attention to detail, makes him a strong fit for our law firm. Amilcar Navarro

Intake Specialist

Amilcar is a Honduran national who has been working in customer service since 2015. Recognizing his ability to effectively communicate with people, quickly learn new skills, and be patient, he transitioned into a role as an Intake Specialist at Zhang Louie PLLC. Here, he is the person that picks up our phone calls and makes sure that it is directed to the right person to help you. He is proficient in both English and Spanish.

David Valdivia

Client Relations Manager

David is a lawyer licensed to practice in Nicaragua and interested in global mobility. His professional experience includes serving as a retention associate for a U.S. multinational corporation, where he gained significant expertise in client relations and legal compliance. He has experience in translating legal documents in English and Spanish and facilitating diverse conversations with precision and cultural sensitivity. He is currently pursuing an MBA to deepen his knowledge of business strategy and management. At Zhang-Louie PLLC, he is focused on finding the right immigration solution for our clients’ problems.

Javier Noguera

Executive Assistant

Javier is Attorney Zoe’s Executive Assistant, here to make sure that no emails are left unanswered and no appointments are missed. He also sends out billing reminders for clients and helps clients understand their invoices. Since joining our firm, Javier has made leaps and bounds of difference in implementing automations solutions into our Airtable case management system. Javier speaks English, Spanish, and French.
